I'm going with the status quo. 18. but for everything. If you can be drafted at 18 then you carry all of the responsibilities of an adult, and therefore are "allowed" all the rights and practices of an adult, beer, guns, renting a car, etc.
However, if a crime is committed I'm tired of the excuse of commonly used by jewish lawyers that the subject is "only a minor." The quickie mart clerk, Ms. Biddingcoop, is still dead. The severity of the crime would bring an adult charge. If a fifteen year old is making serious coin from boosting cars, then yeah adult. Robbing a quickie mart - adult.
