This guy legit thinks he's Harry Dresden. He's looking for Viktor Sells. Him screaming about a little girl being hurt is in reference to a vague and somewhat poorly written line in the books about how Viktor "views his children a certain way" (or something like that). This led some people to speculate that he's abusing them or some such.
