the cynic in me always assumed rockstar never made a sequel because GTA was a more reliable cash cow source of profit, but i now think it's because of the exorbitant cost of licensing...

that and the 100+ songs in the OST

Licensing? Most of those companies PAID to advertise their brands in-game.
