I'm going with Dwight Eisenhower. Good mixture of conservative and progressive principles that led to an unprecedented economic boom. That 90% tax rate on the topmost 1% really boosted the economy. Also set the groundwork for the first moon landing in 1969. Ever wonder why the Boomers love the 1950s so much? Eisenhower made that happen.
