Did the Soviets or the Soviet-backed government of Poland erect that memorial?
nah, it was built in the 70" by polish communist government. it's supposed to commemorate revolution but even authors were not sure which one.
I bet you don’t know what that memorial celebrates
it says "мы за родину пали, но она спасена" which roughly translates to "we died for our homeland, but it's saved". so i'm guessing something related to WWII and eastern front

Yes, it commemorates the fallen soldiers from the Battles of Rzhev in the Soviet Union during WWII. Many soldiers were killed because the Soviet military had very bad tactics.
