They do so in Europe, Asia and the US as well. Not all that effective for precipitation apparently, but you'll try anything i f your starting point is slightly anove zero. Of the best seeding particulates are sulphur and lead compounds, which makes any precipitation induced less desirable, so less effective and more expensive silver nitrate is used. In the ME using wind or solar to pump seawater inland and spray it into the air at high pressure would probably be a lot more effective as both water droplets and sodium chloride acts as seeds for further droplet formation, though it'd salt the earth for kilometers around the plants.
