computers are a terminal. bitcoin blockchain can be done with phones. phones are a terminal. a terminal is something which adds a unique ip address or marker to the data. the "blockchain" ballots would need more memoray capablity than the standard chipped credit card because they would have to house either the actual database of accepted ternminals OR store enough information beyond a credit card to verify the ballot's travels.
