If Mike is offered ice cream and if there is a choice, he will choose chocolate ice cream.
Mike may or may not choose to eat ice cream if chocolate ice cream is not available.
If there is only chocolate ice cream Mike will eat it.

Conclusion:

Yes propaganda CAN have truthful points. Is that what you are going on about? All great propagandists have done this, but the true information IS always presented in a misleading light or attempts to manipulate the thoughts or views contrary to the issue.
