Musk’s audits did reveal that around 531 million unique Social Security numbers are in circulation — and that “many thousands, possibly much more” are in use to commit identity fraud.

My guess is that the interal recordkeepers used some outrageous and obviously wrong birthdate in order to flag and/or cordon off a particular user's data but keep them in the system as well as ensuring that data entry didn't get paid out, or maybe use it for training purpose. Like, I wouldn't be surprised if there is a user named "George Washington" with the SSN of 000-000-0001 that the SSA uses as a dummy entry... but Elon's dumbass thought it was real.
