But it depends on the actual PC being used, right? A 10 year old PC isn’t going to match up favourably against the new Xbox.
It probably wouldn't be far behind tbh. And likely all you'd need to do is increase your memory or swap in a newer graphic card. Neither of which are that expensive nowadays.
Once upgraded that same 10+ year old PC should outperform a newer console. It's a matter of convenience vs. a little DIY knowledge imo.

But that new Xbox has been designed to run smooth as butter with the specialty components it has. An upgraded PC can end up being a jumble of components that don’t always play well with each other, right?

most games worth playing on console are on PC anyway. if you invest money in a good PC, it will be able to play new games for nearly a decade.
Pretty much the only exceptions are Bloodborne, which is ps4 only, and whatever Nintendo shit people like (that isn't available via emulator).

Just about every other console exclusive is ass.
