To be clear, they're almost definitely going to get the $60k, and the idea that they won't is either made up bullshit ("they called 911, not the helpline, so it technically doesn't count") or based on misinterpreting the conditions of getting the cash. The latter is based on the fact that it's technically two organizations offering the money (IIRC NYPD = $10k, FBI = $50k), and there's always that possibility that maybe one will pay out when the other won't because of any number of factors (most primarily: whether or not they can get a conviction). But if this is the guy they're looking for, and if they get a conviction (which I'm sure they probably will) then they'll get their $60k.
Anyone who thought the person who ratted Luigi out was going to get an instant $60k, and/or are shocked/upset/amused that they didn't get their instant $60k yet, are idiots.
"Why can't they get a conviction??" Either because:
it's literally the wrong guy
