They threatened that in 2022 and 2023, they have been attacking the Zaprohyhze nuke plant in southern novo rossiya/ukraine (im spelling all these slavic names wrong), Russia got out ahead of one attempt of the kiev regime to use a dirty bomb by publishing the plans before they could use it. That being said Ukraine is planning a 4 brigade offensive against the zaporozhye nuke plant plus pressure on the dineper front.
Part of what they were doing in Kursk was trying to get that nuke plant in the region but they got shot to shit by the russians. Still took several thousand russian hostage and at least 68 settlements.

And the attacks were meaningless because as soon as the Ukrainians established a foothold on the Russian side of the river, Russian artillery would drive them back into the river. It's been a colossal waste of manpower and effort. Zelensky has slaughtered at least 4K Ukrainians in that small front alone.
Even the BBC is now saying the Russians have lost only 70K men which is far lower than the 750K+ the Ukrainians are claiming. Even that number I suspect is inflated. It's fucking nuts.
I think russia took more than 70k dead in casualties. The sad thing is even when Ukraine is defeated by Russia the NATO alliance has already said they want to get ready for war with Russia by 2030. Dosent matter Russia has nukes, they think they can do a pre emptive strike and blow up the Russian arsenal. This ukraine war isnt going to end with the defeat of Ukraine it will continue no matter what until Russia is destroyed or there is a nuke exchange.

Doubtful. Officially they have 5580 warheads total combined for all types, also they never had over a 1000 ICBMs at any point as their designs were finicky for the ground based ones, and the submarine launched ones had definite use-by dates. Just keeping a nuclear warhead in working order is resource intensive and expensive as well and they also have well defined service intervals.
Edit: Never had more than 1000 launchable ICBMS at any point. Non-armed and stockpiled old stock and stock under lengthy servicing would add to that number.

You are missing the point. I agree with you that Russia's nuclear arsenal's heyday is well past.
I'm talking about the US which is openly stating first strike is now an option worth looking at and encouraged.
It would take 30 minutes for missiles from either side to reach their destination (Rus/US). The ones from the UK and France would be significantly less however, the Russians still have radar and still be able to identify launches and initialize a retaliation strike well before any sort of EMP event.

A first strike is generally to take out the other sides nuclear forces, so basically what they are saying is "if we see you fuelling up and readying your nukes, or intercept lauch orders, we will strike even before your birds leave the nest"
