I just skimmed the pdf, and I could not parse out anything relating to time of residency, just a lot regarding one, two, and five million dolla (adjusted, of course) income levels...
They pretty much already chased Elon and Tesla out,seems like they want to make sure anyone who is a millionaire (which these days, ain't that rich) leaves post haste.
