As well you don't know how fetanyl is made. It is a purely synthetic chemical, you dont need any opium at all to make it, the Chinese can pump it our in large quantities and love dealing it to Americans and Anglo-colonies because of what the British did to the chinese in the 19th century opium war. Some of the illicit Fetanyl supply in Canada comes from underground chemists cooking it themselves, although its a pain in the ass to get the pre cursor chemicals now.
