The current system uses Social Security Numbers to determine citizenship - if you have an SSN you are assumed to be a citizen. The fact is that almost every illegal released into the US now receives an SSN. When a state attempts to verify citizenship of a voter they query the SSA's Help America Vote Verification (HAVV) database. It only confirms that the last four digits of the voter's SSN matches the name and dob they have on record - it doesn't reveal whether that person was granted a SSN under parole - i.e. as a non-citizen. This is a huge problem.
