I'm german, european culture for the longest time was defined as hating each other and bashing skulls in. Countless reasons like driving out the heretics (occitanie), fighting against the protestants, hating the catholics and for good measure fuck over poland. Everything else is national or even regional by nature, so could not be called common european culture.

No that's how they IMPLEMENT communism. Destroying cultural norms has no effect on effectiveness of communism it just makes it more efficient in it's implementation. For example, you can't have a population that believes in a power other than the state due to obvious conflict of hierarchy, ie God, so destroy religion. However, it's been shown that religion was never really stopped in any communist state, it only got pushed underground.
